In short, no. The Department of Homeland Security is a branch of government not a charity, and therefore it cannot accept monetary contributions. The DHS works on money allocated to it by the government which comes from you (in the form of taxes) when all is said and done. So, as funny as it sounds, if you want to donate money to the DHS, just keep paying your taxes! :) Of course, you'd also be supporting all the other government branches, programs, etc. Joking aside, the DHS cannot accept monetary donations from anyone; for the DHS especially, it could look very bad, as if someone was paying them off to perhaps "overlook" that shipping container that came in last night that, if inspected, would show to reveal illegal weapons and bombs to be used by terrorists....you get the drift.
A visa may be made for travel, but I do not think that you can get a visa for money. In order to get a visa you must get on a long list and the Department of Homeland Security checks you out before allowing you to enter the United States.
