Yes, you can purchase DLC for games you do not own. But for MOST games, you will not be able to do anything with the DLC if the content requires the game to be purchased.
There are rare times when you don't need the game to purchase the DLC (the upcoming GTAIV: Episodes From Liberty City will not require you to have purchased GTAIV).
