"YES" the answer is yes, technically though, you can and may never get any thing closer than this in terms of cosigning for student with bad credit. The simple fact is that no org. will offer to grant loan to a student with bad or no credit because they are in business to make profit and in this case, repayment is the only way they can continue to get their head above water.

No, so far I have found out without good credit no student loans are available. Except for the federal stafford loans. RMAK Adds

Although it is true that it is much easier to find student loans with good interest rates if you have a great credit rating, but even if you have a bad credit rating you don't need to panic and give up your hopes. There are loans that cater for bad credit students other than stafford loans. see link below to get details

Some countries provide government student loans to any student that needs one (provided you are a citizen of course) regardless of your credit rating; you are of legal age to sign a contract, so you do not need a cosigner. The only requirement is that you are enrolled in an accredited university or other tertiary education institute.
