Carbon monoxide is created from the imperfect burning of the carbon.

C + 1/2 O2 -> CO

So, if there is not enough air, to perform a perfect burning (C + o2 -> CO2), CO can be created, and therefore you may get poisoned.

Not a portable electric heater, but if the heater burns fuel, like gas or oil, very probably it will produce carbon monoxide and would be dangerous in a confined space without adequate ventilation.

You certainly can yesterday evening {8.30pm} my mother phoned asked if i would pop around to see her as she had had a bath on getting out of the bath fainted that was at 4pm she woke at 8ish being sick managed to get to the phone.When i got to her house the carbon monoixde alarm was beeping..turns out she used a calor gas heater in her small bathroom.She should count her self very lucky to still be here and only ended up being sick and a black eye where she fell!

If they do not get enough oxygen while burning then they can produce carbon monoxide
