In most States you can not get married at the age of 14. You can get engaged, but it will be one long engagement right up to the age of 18. A 14 year old is far too young to be engaged because they are not wise enough to know what an engagement requires or the complexities of marriage.
Being engaged is not a legally binding practise so yes, there is no reason why you canno't legally be engaged at 14. You can't get married though until you are over the age of consent.

There's nothing against the law in a 14 year old getting engaged but marriage will not be able to take place until she is at least 16 and this is with her parents full permission.Without her parents permission she can get married at 18 years old.
