Yes, it's possible. If the contamination occured while the tuna was being processed or packed, the bacteria would still grow inside the can. Much more slowly in a refrigerator, and even more slowly in a freezer, but it would still grow and cause food poisoning.

yes you can also dye if you eat the wrong kind or at the wrong time of the tuna because it could have mold or just be rotten and not look like it is not

because air around as contains enzymes and germs, so when you open the can fish they act on it to spoil it
