No, you cannot get Windows Sidebar unless you have Win 7 or Win Vista

Unfortunately, the previous answer is incorrect. You CAN get a Vista windows sidebar for Windows XP. I'm not exactly sure if the package offered on Cnet.com is officially issued from Microsoft, but this download does give you the "look" features of Vista:
