If your sister-in-law is the sister of your wife (and you are divorced or widowed) the sister-in-law's daughter has no genetic relationship to you and you could marry her.

If you sister-in-law is the wife of your brother, then her daughter is also your brother's daughter and therefore your niece. Marriage between uncle and niece is not thought to be desirable or acceptable in most communities.

If your sister-in-law's daughter is the result of a previous marriage, from before she became your sister-in-law, then you are not genetically related and a marriage may be accepted if the age difference is not too large.
