You can paint over lead paint. However, you do not want to sand or scrape the lead paint beforehand. This will create dust that you may breathe in and that is dangerous.

What does the lead paint smell like?

i got a inflatable spear that was made in china. when i was inflating it all of this nasty smelling air got in my lungs. I think it was lead paint. Lead paint smells like those cheap toys that you can get at the dollar store. The plastic they use contains lead which gives it that "new plastic smell." Answer: You can not tell if a paint, wet or dried, contains lead by smelling it. You have to test the paint with a lead paint test swab available at most paint or hardware stores.
