This is a VERY open ended question. Yes you can tap 110v, but since you have asked the question here, i would assume you know little about what you are doing and have the potential to hurt yourself. Be sure you have turned off the power at the breaker box befor you "tap" and then stand back when you are turning back on the power to test your idea.
Better yet do it at a friends house 1st so they have to clean out the smoke and not you lol.

The reply to this type of question is to get an electrician. That is because lots of things can go wrong and cause a problem. However, in the interest of knowledge your typical house is supplied with 220/240 volts off a transformer where there is 110/120 volts to ground from each side of the 220/240 volt bus. Your main electric panel is organized so that alternate breakers provide 110/120 volts on each side of the higher voltage. So if you have access to the main panel you could have the two hot wires from a 220/240 volt breaker and a common wire and a ground to a device like a stove. The 220/240 volts could supply the heating elements and the common to either hot voltage could be used to supply a 110/120 volt light bulb.

NO...you'll fry it and yourself without a step down converter. 220v is 30+amps, 110v is 15. Volts don't kill, Amps do.

You cannot just tap into a 230 volt supply and TAP OFF electricity, the only way to reduce the voltage is to use a centre tapped 110 volt isolating transformer.

Yes, between one hot side of the 220V and neutral.

Note: Make sure you use the proper gauge wire and don't overload the circuit.
