Refreezing of veggies is not recommended since that will adversely affect the quality. From a food safety standpoint, it might be OK if the food did not get above 40°F, but that also depends how long the food has been thawed and how it got thawed out.

If you have any doubts about the safety of the food, discard it.

Sure, not a problem. They will be a little mushier after thawing but they will be safe to eat.
