Not normally; gram flour has a very different set of properties to plain (wheat) flour; it contains no gluten which means that when plain flour is replaced by gram flour, the structure of the baked good will be drastically altered. (Gluten free flours are more difficult to "shape" than gluten containing flours; it's similar to trying to shape mashed potato). Lack of gluten means that goods are more prone to having a brick like consistancy.

The second issue is that gram flour is much denser than plain flour, which means that goods baked from it will be far harder in texture.

Also because gram flour is denser, it cannot be subsituted weight-for-weight with regular flour, because the same weight will give you a different volume of flour. (Although it can be substituted volume-for-volume).

Hence, it's better not to substitute plain flour with gram flour.

Yes you can. Gram flour has a nutty flavour so using another flour means you will miss out on that flavour. You can always add a bit more turmeric or cumin etc.

Not if it's plain wheat flour. All wheat flour contains gluten, and even a small amount can affect a person with Celiac Disease or gluten allergy.
