The real truth is it is completely and absolutely impossible. The reason is because the old gameboy games for gameboy color and gameboy were using a different Bios than today's DS. but i think it was also for marketing strategies of the producers of the games, but that is just rumor.

Ruby, Sapphire,Emerald, fire red and leaf green are completely, and totally incompatible with the older games without question.

the only way to get the second Gen Pokemon as of today is to own the gamecube games Pokemon Colosseum, and/or Pokemon XD: gale of darkness. a gameboy advance, a cable that connects your gameboy advance to a gamecube or Wii, and one of the third gen games such as ruby or leaf green to trade the Pokemon from One of those two games.

Unfortunately those who own a DSI cannot use this feature to get those Pokemon for their fourth gen games due to them getting rid of the GBA slot and replacing it with a Camera. They are coming out with two remakes of the second gen games called heart gold and soul slver, which I am assuming will have all the Pokemon the original gold and silver did.

however, many of the regulars from the second gen games can now be found in the wild in Pokemon Diamond, Pearl, and Platinum.

The technical reasons for this are many, but from research into the data storage for Gold, Silver, and Crystal (Generation 2), compared to Ruby, Sapphire, Emerald, Fire Red, and Leaf Green (Generation 3), the answer becomes fairly obvious. there is the more basic answer of switching from a maximum value of 255 to over 6000 that is available in Generation 3 and beyond, but there is at it's core an even more basic answer: The Pokemon more then doubled in size.

In Generation 1 Pokemon were stored at a maximum of 44 bytes, only using 33 bytes for storage in the boxes.

Generation 2 Pokemon were stored at a maximum of 48 bytes, only using 32 bytes in storage

Generation 3 stored Pokemon at a flat rate of 100 bytes, no compression was used for storage.

This also explains why direct trading was possible between Generation 1 and 2, but not between Generation 3 and 4, as 4 increased the byte size again to 136, where it probably did not stay for Generation 5.

Thankfully, the conversion up in bytes is much easier to handle, so we can look forward to using Pokemon from Ruby, Sapphire, Emerald, Fire Red, Leaf Green, and even Colosseum and XD until they hit the 6000 Pokemon mark.

Changes in the way the data is stored prevent Generation 1 Pokemon Games (Blue, Red, Yellow and in some countries, Green) and Generation 2 games (Gold, Silver, and Crystal) from trading into Generation 3 or beyond.

As a Basic explanation, Pokemon in Generation 2 were stored at a maximum of 48 bytes, whereas in Generation 3, Pokemon are stored at a flat rate of 100 bytes.

no because gen 4 games do not know what a 5th gen Pokemon is but you can get a 4th gen to fth gen transfer

Nope. However, you can trade generation !V to generation V. Well, it isn't trading. Its more like migrating (the generation IV Pokemon cannot be sent back once it is in a generation V game).
