I would not advise it since Visine contains a constrictive component tetrahydrozoline. Even in humans, oral ingestion can lead to poisoning effects - changes in blood pressure, trouble breathing and possible coma/seizures. Eye fluids can pass to the nasal passage and into the oral cavity (mouth). Dogs have a lower threshold than humans and Visine should not be used. If you're dog is suffering from Allergies or has eye irritation a simple sterile saline solution made for the eyes would be better. A homemade version is 1/2 teaspoon each of baking soda and boric acid to 1 cup of boiling water pours into a sterile jar and allowed to COOL COMPLETELY. Wash hands well and drop into eyes with sterile cotton. Do not store more than 24 hours. For infections or smaller breeds, it is important to see your vet as soon as possible to check for a scratched eye surface and to prevent secondary infections. KGW(C)2008
No, you should not use Visine on dogs. It is not FDA approved for veterinary use.

It is perfectly fine to put Optrex in a cat's eyes. The eye drops are used to help with allergies.

You cannot see cats eyes unless the light catches them, when the light does you will see a glimse of glowing grees. I looks quite spooky when you see my cats.
Yes your eyes can "glow" like a cat if you mean in the dark. The way to see this is with night vision you can see human eyes "glow" pretty much like cats. cats eyes glow because behind the retna there are mirror like tissues which causes the light to reflect to cause a "glowing" kinnda sense.
Runny eyes and sneezing.
