The PGA Tour bans any kind of device that can measure the yardage or wind or anything in that nature. The only time that a player/caddie can use such a device would be during a Pro/Am or other event that does not earn them money directly and the PGA Tour as authorized it which is almost never. If someone is caught using one of these devices they will be disqualified.

Note: Jerry Rice was in a Nationwide Tour event and was disqualified after his caddie used a range finder to find a yardage.

The answer to your question in sadly no. But there are a couple other tips I will give you. When you arrive at the coarse for a tournament ask for a yardage book it will help you almost as a sky caddy. Another tip would be to aim for the white 150 yd mark I hit around 200 and if I can get within 150 yds I am on the green.

You have to check the tournament rules before you begin. As a general rule in competition rounds for the bigger tournaments, you are not allowed to use them. But at club level some rules have been relaxed to allow them to be used.
