It will "hurt" (or kill, rather) cows and dogs if they are exposed to a lot of it, but otherwise it is a good fertilizer, micromineral supplement, topical/oral treatment for certain ailments, and an insecticide and fungicide.

Yes they do....copper sulfate is a dietary copper supplement for diary cattle and can be used as a fertilizer to increase copper levels in hay pastures. The link below is the site which I found this information.

You can, but I prefer iodine. Copper Sulfate is very drying and stringent. Iodine is better and easier tolerated on the flesh.
