No you can't, but if that person is following you too, you can send private messages to each other.
If the person you are writing about is following you, then they will see what you write on their timeline. If you use their name, ie @usernamehere, then what you write will appear in their @replies. Also remember that even if they aren't following you and your profile isn't private then they can easily click on your profile and see your tweets.
