Yes, if there's a reason your parents won't or can't keep you. It's a matter decided by the courts. Perhaps. If the parents voluntarily relinquish their rights or the court permanently teminates parental rights then relatives or interested person's may petition the court for guardianship of the minor children. Allthough courts prefer minor children remain within the custody of relatives, there is no guarantee a guardianship request will be granted to any relative or friend of the family.
