you need a new battery yours does not hold its charge for the cranking amps needed or you have a dead cell in it.
Your Jeep probably won't jump start because the battery is not strong enough to hold a charge anymore. You will need to replace the battery. +++ You will need to replace the battery if it won't hold a charge, but given a suitable source vehicle it should still be possible to jump start (NB 'jump' electrically, not tow-start) any car even with a fully flat battery.
The alt will charge it if you can jump it. If it's too dead to jump, you need a battery charger. It may not charge hold a charge if it;s shot though and if not maint free, make sure water level full

Its likely either the battery connections (terminals) are dirty, or where they connect is...or the battery while showing a charge is bad when on a load. If it starts with a jump from another car...it's the battery.

A jump box will only partially charge the battery. You need a charger to fully charge the battery.
Before you try to charge it with a batter charger. take the battery to an autozone or similar to test the batter and see if its still hold a charge. or if you know that the battery is good then jump start it using another car battery with jumper cables. just remember RED to + and Black To -

Battery is dead or the alternator is bad. Have your battery tested at an auto parts store such as pep boys. Chances are your battery will test bad - unable to hold charge.
