There are pages and pages of things that can cause a check engine light. You need to have it checked with a scantool. Then the code can be diagnosed and repaired.
My '95 did the same thing. It was the Throttle position sensor.
Replace your ECTS. Also clean your Throttle body specifically your Idle Air Control Valve
check for vaccum leaks.

if it idles rough too, check your plugs, if not, check your fuel filter.
most common problem causing a surge while a car idles is the MAF-Mass Air Flow sensor is contaminated. typically this will throw a code (check engine light aka MIL)
check for unhooked vacuum lines
probably bad TPS, or IAC sensors
check make sure the firing order is correct.
first step check fuel pressure at the rail with a guage
