The american government is whats known as a representative form of government because, the public votes for major issues. But the Mesopotamian government is a dictatorship government style. In which 1 man ( or woman ) led a national party of Representatives and also make all major decisions for that nation.

The two do not compare at all. They are totally different. During the period of the Roman Republic (509-27 BC) there was not a House of Representatives and the Senate was an u…nelected body. Instead of electing congressmen or senators, the people elected the executive officers of state annually . Their term of office was just one year apart from the censor whose term of office was 18 months. There was not a centralised administration and the executive officers of state operated independently within the remit of their offices without a president, prime minister or cabinet to co-ordinate policies . The consuls, the two heads of the Republic, were also elected annually. The soldiers gathered in the Assembly of the Soldiers to vote on war and peace and, originally, to vote on bills. Later the Plebeians (commoners) voted on most bills in the Plebeian Council.
Initially each city-state in Mesopotamia was independent and had its own government. When empires began in Akkad and Sumer there were imperial governments over the cities.… Then when first Assyria, then Babylon and then Persia took over, they each ruled overall, but allowed the various cities and tribes to continue their own local laws, with over-riding laws from provincial and central government on matters of security, taxes and communications.
