Yes. The Articales of Confederation was a quickly thought up government built to protect the "states" after the American Revolution. They were able to tax and raise an army, but only if all the states agreed to it.

Yes it can, but congress did not have the actual power to enforce its request for money or troops. basically although it did have the right, it lacked the power.

Each state individually didn't but the towns did. They had small militias and minutemen that were soldiers.
