Brown spots on exposed areas of the body (hands, forearms, legs, tops of feet) may be due to changes in skin pigment after long periods in the sun. On the feet, it can also be from dead skin cells mixing with regular dirt we all get on our skin. My suggestion would be to first soak your feet in warm soapy water and to use a washcloth to soften dead skin cells and wipe them away. If it is a spot of dead skin cells, you might find that the "spot" lifts up and that you can remove it with your fingernail-- use light scratching.
If a foot soak and scrub has no effect, then be sure to have a doctor check the spots.

I'm experiencing a green tinge in one spot on the bottom of my right foot, apparently the coloring is beneath the skin. There is a mild itch and warmth on that same spot. I assume it's a mild fungus due to my walking of several miles on cold rainy days this week in tennis shoes, the water soaked through the material and the outer layers of my foot were rubbed away in the friction of walking, absorbing the water and perhaps fungal organisms. Currently, it poses little nuisance. It does not seem to worsen, just a nagging notability. If the condition were to worsen significantly it would affect my ability to walk and stand, possibly diminishing my quality of life.
