After Lincoln was assassinated, Congress passed over Johnson's veto the Tenure of Office Act, which prohibited a president from firing any cabinet officer appointed by the last president without the consent of Congress.

Johnson removed the secretary of war, Edwin Stanton, in violation of the Tenure of Office Act. This caused the Republicans in Congress to try to remove President Johnson.
