Superman? Yes. Frankenstein? Yes. Batman? No.
In the story arc "Heart of Hush", he states that he's always been in love with Catwoman, so I would say her. While Batman has had numerous love interests over the years, with women like Wonder Woman, Catwoman, Zatanna, Vicki Vale, and many others, none have captivated his heart like Talia al Ghul, the daughter of one of Batman's greatest villains, Ra's al Ghul. Both share a deep love for one another, and are seemingly a perfect match. They even get married in the "Son of the Demon" storyline and Talia has Batman's only son, Damien Wayne. However, Batman can never accept her father's brutal ways and so Talia is torn between them, and they decide they can never stay together. However, both still share the immense desire for the other, and neither has gotten over it or ever fallen in love with anyone else.

As of current, Bruce Wayne is no longer batman, as he is missing from the final crisis, and he has not been with anyone, there are no hints that he has ever been with anyone because in batman beyond Bruce Wayne lives alone and does not have any sin of ever having children living with him, although he does have a child, he and the child's mother are not together.
