The Congressional Medal of Honor is bestowed to members of the military. George M. Cohan was awarded the Congressional Gold Medal in 1936, which is a civilian award, and is not the same as the Medal of Honor.

No, Mr. Cohan recieved the Congressional Gol Medal. That's the one fallback of Yankee Doodle Dandy. FDR could not, and did not presnet George Michael Cohan with the Medal of Honor. He did give him the Gold Medal instead.
