His family is believed to be descendant from King James I of Scotland. He graduated from Dickinson College, in Carlisle, Pennsylvania. He then moved to Lancaster, Pennsylvania to study law. He was then admitted to the bar in 1812. Being a strong Federalist, he was extremely against the War of 1812. He was the Member of the U.S. House of Representatives from Pennsylvania's 3rd district and was in office from March 4, 1821 to March 3, 1823. He then took office as Member of the U.S. House of Representatives from Pennsylvania's 4th district from March 4, 1823 to March 3, 1831. James also was Chairman of the House Committee on the Judiciary and was in office from March 4, 1829 to March 3, 1831. He then became 9th United States Minister to Russia and then was in office from January 4, 1832 to August 5, 1833. Then he took office as United States Senator from Pennsylvania and was in office from December 6, 1834 to March 5, 1845.
