Jefferson complained to Madison that the Constitution omitted "a Bill of Rights....providing clearly....for freedom of religion, freedom of the press, protection against standing armies, and restriction against monopolies." It is important to note here that when Jefferson said "monopolies", he was referring to monopolies granted by the government whereby competition was forbidden under penalty of law -- in other words, the original definition of monopoly.
Madison actually wrote the first draft of the Bill of Rights, and it was hammered out in committee, then voted on by the full house.
Thomas Jefferson wanted the Constitution amended to include a Bill of Rights. Alexander Hamilton was more inclined to support the wealthy elite, and had little use for the common citizen.
The Bill of Rights guaranteed freedom of religion mainly. It put a "wall of separation between church and state" which is what Thomas Jefferson and James Madison (etc.) wanted.
Thomas Jefferson was the one who wrote the declaration of indenpendance. But he was on a committee of five men and with their revising they made a total of 80 changes. Mostly though its all Thomas Jefferson, just with a little changes.
