Yes, but not in the type of election we have today. In a compromise among the founding fathers, they created the Electoral College. Some wanted the Congress to elect the president and others felt that should be left to the people. The general public could not vote for president, but instead voted for electors who then voted on the president. The winner became the President and the runner up was the Vice President.

The electoral college has elected every U.S. President and Vice President to date with the following exceptions:

  • In 1801 the U.S. House of Representatives elected Thomas Jefferson President from between the two who were tied with the most electoral votes from the 1800 election, Jefferson and Aaron Burr, in accordance with Article II, Section 1, Clause 3 of the U.S. Constitution.
  • In 1825 the U.S. House of Representatives elected John Quincy Adams President from among the three who received the most electoral votes in the 1824 election, Adams, Andrew Jackson and William J. Crawford, since nobody received votes for President from more than half of the electors as required, in accordance with Clause 3 of the 12th Amendment to the U.S. Constitution.
  • In 1837 the U.S. Senate elected Richard M. Johnson Vice President from between the two who received the most electoral votes for Vice President in the 1836 election, Johnson and Francis Granger, since nobody received votes for Vice President from more than half of the electors as required, in accordance with Clause 4 of the 12th Amendment to the U.S. Constitution.
  • In 1973 Gerald R. Ford was appointed Vice President by President Richard M. Nixon and approved by both houses of Congress in accordance with Section 2 of the 25th Amendment to the U.S. Constitution to fill the vacancy in the vice presidency that was created when Vice President Spiro T. Agnew resigned.
  • In 1974 Nelson A. Rockefeller was appointed Vice President by President Gerald R. Ford and approved by both houses of Congress in accordance with Section 2 of the 25th Amendment to the U.S. Constitution to fill the vacancy in the vice presidency that was created when President Richard M. Nixon resigned and Vice President Gerald R. Ford took his place.

No U.S. President or Vice President has ever been elected by popular vote. In fact, there has never been a nationwide election in the U.S. except for those performed by the electoral college and Congress. The popular vote is used by the states to determine which candidates' followers get appointed as electors.
