Universities such as Harvard, Yale, Ole Miss, Vanderbilt, Tulane and Texas tend to concentrate primarily, but not exclusively, upon LIBERAL ARTS and related curriculi. Law schools, Medical schools and Pharmacy schools are also found at these schools. Technological Institutes such as MIT, Georgia Tech, Cal Tech, Rice and Texas A&M concentrate primarily upon Sciences, Mathematics, Engineering and other sorts of TECHNICAL studies. Of course, some hybrids, for example Lousiana State University and Agricultural & Mechanical College at Baton Rouge (it's proper name instead of LSU) and Ohio State, offer both Liberal Arts and Technology curriculi.

A technical college gives you hands on learning experiences in your own chosen field. A technical college may only have programs for 2 years, rather than 4. Which puts you out on the job market in less time. Technical colleges are not always specific to just your degree. Technical colleges often cost less than Universities.

A University requires other courses of their 4 year students. Where you must complete a track of courses in order to finally start your "degree" specific studies in your Junior or Senior year. If you plan on being something other than what your University has for core classes, you will have to attend another school to obtain your final degrees.

To jump start your learning career, try taking your first 2 year classes online.

University degree is just a general term. It could be an arts, science, or technology degree from which many specific programs of study fall. A technology degree is also a general term specific to technology from which - once again - many specific programs of study fall, yet, in the technology area such as electronics engineering technology, civil engineering technology, manufacturing technology, etc.
