Cartridge is not installed correctly or you have a crack in the manifold allowing dirty water to pass by the filter.
You have one or more bad filter elements inside the filter. The filter needs to be serviced .
I've been working at a pool store for about 6 years now and this one comes up constantly. What you are probably seeing is not dirt but algae. This is completely normal so don't worry. If you see algae coming out the return you must kill it before you can clean it. I would recommend shocking with liquid chlorine and brushing the pool immediately after to suspend algae and increase surface area for more chlorine contact. Have your pool water tested to try and prevent the problem from repeating. If you have a tear in your cartridge this is usually paired with cloudy water and decreased filter pressure. If you suspect your cartridge is bad it will need to be replaced.

Cartridge and DE filters are the most prone to what is commonly referred to as "short cycling". This is when you clean the filter and the pressure goes back up right away. Over time, debris gets entrapped in the fabric cartridge element or DE grid material and it can not be removed by backwashing or cleaning. You can try a filter cleanser but it would be best if you replaced them.
The psi on your pool pump indicates how much dirt there is in the filter, the cleaner the filter the lower the psi. normally when the filter is clean you wil have a low psi and as the filter gets dirtier it will rise. However if the psi suddenly becomes much lower then usual it may indicate a fault in the filtration is letting unfiltered water circulate back into the pool as in a torn filter cartridge.
If you have a cartridge filter simply take out the cartridge and hose it down and put if back together. If you have a sand filter stop the pump turn the multiport valve from filter to backwash, start the pump and run it until the water in the observation bubble runs clear, then stop the pump, now turn the multiport valve to rinse, and run the pump for about 45 seconds, and stop the pump again. Unscrew the oil fill cap, remove and place to the side. Lift the cover from the right corners. The oil filter is not a screw on cylinder type. Next to the engine block on the right side is a small (three inch) cover cap . You will need a 1 1/4 socket wrench or equivalent wrench to unscrew the cap (lefty-loosey). The filter is a cartridge type that will come out with the cap. The filter is easily removed with a small twist. Replace with a new filter and attach. Return the assembled filter cap and cartridge. Very easy job and relatively clean.
