The only governor I can think of is part of the automatic transmission the helps to control the shift points at which the transmission changes gear ratios.

Mk4 Jettas are pretty amazing. However all cars require maintenance.
VWs reliability ratings are behind just about all other manufacturers
as far as i am concerned, this car is not governed, i have a 96 eclipse and no governor on it, i have picked the car up to 5k rpm in 5th gear and nothing felt like was governed. so no governor, i do not no if autos are governed though.
you do not need to remove the governor off the camaro because the 89's do not have them. they didn't start puting governors on cars until 96.
Their fun to drive, but not fast by any means. I had a friend that owned 1 for a long time.
