Whether a construction worker must dress in a uniform depends on company requirements, and perhaps the foreman's preferences. Generally you don't need to wear any kind of uniform except for those things required by law.

Naturally you will be provided with high visibility vests if you are doing road construction and many times the hard hat is supplied for you.

Just be smart. If it is cold then wear cloths to keep warm and if it is hot dress appropriately for hot weather while still dressing for safety and not breaking any laws.

Always consider what materials you will be working with and dress accordingly. If not supplied to you, get a good pair of work gloves because those come in handy almost anytime.

Not really, but just to look smart. It may look awkward. But an overall is important, just to protect the inner-worn clothes the worker is wearing.
