It is a common response to being scared or startled, to defecate and 'lighten the load' allowing them to fly faster to escape danger.

Yes, birds can defecate when they fly. However, it is easier and more comfortable for a bird to defecate when it is perching or standing. Passing waste requires contracting the abdominal muscles, which is tricky to do when the bird is concentrating on the sequence of muscle contractions necessary for flight.

Yes, of course, all birds do.

All living things on this planet need to expel some form of waste products, even plants (the plant waste product is oxygen, which we breathe in!).
Expelling waste is a natural process of digestion which occurs in all living things, birds included.
