While most fish do have scales, there are many that do not. The shorter list would be which fish do not have scales. Some examples of fish without scales are catfish, angler fish, and sharks. In order for a fish to be kosher, it must have fins and scales. If you search for a list of kosher fish, then all the kosher ones will have scales.

The above information is not correct. Eels can most certainly be found in freshwater sources, and many freshwater eels belong to the family of fishes known as Anguillidae. Being carnivorous creatures, these eels will eat a variety of fish, insects, yabbies, shrimps, molluscs and frogs. They would not be averse to smallish catfish, if they happen to occupy the same environment.

There are saltwater eels - and these will not eat catfish because they live in different environments.
