Because the (human) parents of humans don't have four legs.

The basic four-limbed design has been around for ever. Humans co-opt the anterior pair for hands, so that only leaves two for available for legs.

My guess is you are new at dogs. They have paws because it is an adaptation.

The paws are padded skin like a pillow, like our finger pads.

People do not have paws because they do not use all four limbs to walk. They have hands and feet instead.
