Each church congregation is autonomous and makes that determination themselves. The Bible says that a deacon should be monogamous. To some congregations this means yes a deacon must be married. To many it means to be and never divorced and remarried and to some it means married to one wife at a time. It goes interpretation. If you read the scripture during the time of Paul you can see that there was polygamy at his time and there is a modern interpretation many one wife at a time. this would me digamous' could be deacons.

No Baptist Deacon can not perform a wedding as he may not have a marriage licence, it has to be performed only by a Baptist priest who has a marriage licence.

In the Catholic faith, a deacon can perform a marriage but would be unable to celebrate the Mass that normally goes along with the wedding ceremony.

I'm Baptist. In our church, deacons write the bylaws along with the pastor. If for some reason the pastor disagrees then they have a discussion over the matter. then the church as a whole can vote on it in a business meeting. In an independent baptist church the pastor can override any or all deacons if he believes it is following God's will for the church. In a southern baptist church the pastor pretty much has no say over the deacons. He can however put in a "vote" to have deacons removed if he believes they are not follwing the will of God. Bylaws do not change often because they are a huge hassle and it does not really need to be changed often because it should be really close to the Word of God.
