The "Waterpump" is necessary to drive the filter. Every tank NEEDS a filter to remove the ammonia that is created by fish breathing and pooing in there.

A cycled filter is a fundamental neccessity for successfull fishkeeping. The basic "Rules for successfull fishkeeping are. :- 1 inch of fish needs at least 1 gallon of water. (more is better) Every tank needs a permanently running cycled filter. (this changes poisonous Ammonia into relatively harmless Nitrate) :- Every tank needs at least 50% of its water repaced every week.(This reduces the build up of nitrates) If you follow the above rules then your fish stand a chance. If you fail in any of them I can guarantee that your fish will be constantly getting sick and will live a shortened lifespan.
