No it would not, if anything it would attract more herons by showing other herons that there is a good food source. If you are trying to stop herons from hanging about near a pond then buy a different decoy being a bird of prey (only £2-£3 from a good garden center). You could use a Buzzard, Sparrow hawk or a kestrel. You could also use a magpie or jay which is general pest to the heron because they steal their eggs.

Rubber snakes keep birds away, but real snakes aren't detered by any decoys.
Some will try, but they have limits as to what they can do. One species of night heron has been observed "diving into the water" off a dock, but it was too buoyant to fully submerge. It caught a fish and then had to fly up off the surface of the water. (They can't "float" like ducks and sit on the surface of the water, though their feathers will keep them from sinking.) Most of the birds just get their heads or usually just their beaks wet. The heron isn't actually classified as a diving bird (they're wading birds). But don't tell the night heron.
Display some predator decoys or sound decoys next to lake and flower beds.

Another suggesting is to string fishing line around the pond and over the surface of the pond to trip the heron up but this needs to be in additional to the netting.
