In short, yes they really work if they have people willing to run them.
The real question is who is running them and why. If its kids running them, this can be a very useful tool to teach them about things that they would normally not be interested in such as the stock market and how economics works.
Lemonade stands also can serve as a building block towards other business ventures. If a kid learns how to detail a car right, they can can offer a car wash- lemonade stand mix. Therefore diversifying the clientele. And if they offer snacks as well as other cold beverages along with their lemonade, then they are sure to make money.
The guidance part needs to be present from beginning to end. Kids may not understand money further than you need it to buy stuff. To educate kids about the true value of money, you have to demonstrate to them how to earn it and how to invest it.
If you show the kids how to buy and trade stocks, they will be millionaires someday. This is almost a fact. Show them how the Stock Market really works and they will make it work for themselves also.
Another start up for kids older than 11 is landscaping. If a bunch of kids get together for a business start up like that, and incorporate the car wash, and lemonade stand with treats, they will all be walking away with business skills that will make them young Donald Trumps in no time.
Perhaps it will get them so interested in the stock market that they will learn how to orchestrate ponzi schemes and insider trading. That is if they become interested in the economic and business world.
Technically, no - you are required to have a peddlers license to conduct business. They however are "forgiven" as are infrequent garage sales.

Ask your parents if you can get an allowance for chores, etc. and if not offer to mow your neighbor's lawns. Or you could have a garage sale and a lemonade stand, lemonade stands are cheesy, but they work.
Well, legally you can not work until you are 15, but you can babysit and walk dogs. Also, mowing lawns and lemonade stands.
