From the physiological perspective, in order to feel pain pain, one must have a brain. The central nervous system of a maggot is extremely primitive. It has a tiny ganglion (a "knot" of neurons - nerve cells), not a brain. Of course, it doesn't mean that a maggot does not respond to stimuli. If you poke a maggot with a sharp object, it will retreat or respond in some other way to get away from danger. But this response is pure reflex. The same is true about any primitive life form.
