Yes and no. Sergeant Major is a position, not a rank, but it is always held by an E-9 enlisted man. A Warrant Officer wasenlisted, but is now an officer. He ranks below the most junior commissioned officer but above the most senior enlisted.
In pretty much any military, a Warrant Officer outranks a Sergeant. Warrant Officers differ throughout military forces. In the British, Commonwealth, and militaries influenced by the British, Warrant Officers are equivalent to senior NCOs in other military forces (such as the US Military). In the US military, a Warrant Officer is not in the enlisted ranks, but rather, is a specialist in a certain field, promoted to a rank which pretty much sits right between enlisted ranks and commissioned officer ranks.

Technically, all officers are of a higher rank than any sergeant. Sergeant Major however, is a very high enlisted rank. A sergeant major will usually only take commands from a Lieutenant Colonel or higher.
