No. Some people think because they are controlled by the state that makes them "government workers". This is not so. Control comes from a local school board elected by the people in that area and the laws set down to govern the school/district comes from the state who also has Federal Laws to follow. Charter schools have their own set of laws and funding as well. There is a group who consider schools a total government agency and refer to them as "government schools", but this is not true of what a school really does. No one tells the teachers how to think, but they are given subject matter to teach set by the state.
