SSA has issued about 365 million Social Security numbers, and about 10
million new numbers are assigned each year. But even at this rate, there
will be no need to reissue the same numbers, revise the present system, or
devise a new numbering system for several generations. For this reason, SSA
plans to continue using the nine-digit number.
According to the Social Security Administrations website:
A: No. We do not reassign a Social Security number (SSN) after the number holder's death. Even though we have issued over 415 million SSNs so far, and we assign about 5 and one-half million new numbers a year, the current numbering system will provide us with enough new numbers for several generations into the future with no changes in the numbering system.

in my town they collect numbers 1 & 2 but im not really sure if all places collect the same numbers. Im not really too sure what you mean by 'safe' but i think that you should be able to reuse/recycle it, because it does have a number on it
This depends on if you can reuse a number or not, and if the order of the numbers are important. See the related link for more information on how to determine.

reuse in one of part in Integrated Solid Waste Management. it is to reduce volume of solid waste that transfer to landfill. if we do not reuse materials, the objective to reduce volume of solid waste will not successfully. in the future, we will face the limited area for landfill. the government also need a lot of budget to handling the problems.
