Any fuel converts chemical potential energy contained in the fuel into some other form of energy such as heat to make electricity. Electricity is not a substance so contains no chemical potential energy.

the only electricity you can have is static electricity and electrons cling to you when you walk on rugs and so on. and when you reach for a doornob the electrons shoot to your hand to the doorknob which then shocks you

Electricity is caused by the flow of electrons, it is not in itself an element because it cannot exist on its own. It is not on the Periodic Table.
