The requirement to file an income tax return is not determined by whether you owe taxes or not. For example, if you have net self-employment income of more than $400, you must file. The IRS definitely wants people who owe them money to file their taxes. Also note: today (as I type) is April 4th, so you are not yet late for 2013.
