No but learning on your own can be tricky, time consuming and inefficient if you want to earn money.
There are 4-year schools that have arts concentrations in Photography. There are 2-year schools with photography courses if not degrees. There are all sorts of "adult education" courses at high schools, community recreation centers, etc.
One of the best ways to learn techniques is to intern with a pro, but that may not happen for a lot of reasons, including the old chicken and egg question: how do I get a job without experience and how do I get experience without a job.
If you live in a major metropolitan area with a really good camera store (there are SO few left) they will have all sorts of classes as well. Calumet Photographic is one such store as an example.
The some camera manufacturers have "on-line" clubs that also have pros in various locations that also hold classes. Panasonic, for example, as the "digitalphotoacademy.com".
Ultimately it's up to you but like any field there's so much to know it would help you to at least get some formal introduction if nothing else. It can help you make up your mind what kind of photography you might be interested in (fashion, architectural, sports, landscape, portrait...) because very often the kind of photography will also dictate the kind of equipment you need to get going with.
