You need the base game The Sims 3 to buy an expansion pack. Your question asks if you need the sims 3 pets? You do not need the sims 3 pets to buy other ep. If you don't have the base game or the sims 3 pets then I recommend you get the sims 3 pets plus because that comes with both.

∙ 12y agoThe base game for all expansion packs is just the original Sims 3. The Sims 3 Pets is just an expansion pack, therefore you don't need a 'Sims 3 Pets base game'.
So if you have the original Sims 3 you can just get Sims 3 Pets and it will work.
