if you are cut off with the phone, you can still get the internet
-if you are using it you have to pay for it threw an internet service provider but that is usually up to say 30 odd £ $ a month and that it you don't pay for anything else unless its the phone calls themself,
if you have no phone line, cut off from makeing phone call or the internet on you're landline then no, unless you owe them money
broadband is always on which mean you get on instantly do not have to go though the old dial up process to get connected.
