No. You're obligated when the wrecker company picks up your car. If you don't pay, a mechanic's lien is placed on your vehicle, which can eventually give them the right to sell your vehicle in order to recoup their costs.
If you are leasing a car it is your responsibility to make payments. If the Leasing agent does not of record of the agreement it is still your responsibility to the bill, even if you keep the payments in a separate account. It is likely that the paperwork will resurface.

I don't think there could be any such thing. The bill of lading transfers possession of the goods from the shipper to the trucking company at the originating terminal, and transfers possession from the trucking company to the consignee at the receiving terminal. If a truck gets pulled over by the cops, the first thing the officer asks for is the bill of lading. (The second and third things are your CDL and medical card, followed by all the paperwork for your truck.) Bills of lading are always printed by the shipper.
If they are still legally married, he has a responsibility. The law will assume the child is his unless proven otherwise. And if the wife is on his health insurance, he is responsible for that as well.
